CRU Publishes Strategy Paper for Gas Networks Ireland PC6 Price Review

The PC6 review comes at a pivotal time for Ireland’s energy system, as the country transitions towards a lower-carbon future.
While gas will continue to play an important role in supporting energy security of supply, electricity generation and industrial demand, the evolving energy landscape presents both significant challenges and opportunities for the gas network, including an increasing reliance on the network during peak demand periods.
A potential reduction in gas demand and customer numbers over time may place upward pressure on network charges.
The Strategy Paper outlines the CRU’s vision, priorities and proposed approach for PC6, providing early guidance to GNI and stakeholders on the key issues expected to shape the next regulatory period.
It also seeks stakeholder views ahead of the development of the CRU’s draft determination.
A central focus of PC6 will be ensuring that GNI can continue to safely operate, maintain and develop the gas network, while delivering value for money for consumers.
Key areas highlighted in the Strategy Paper include maintaining security of gas and electricity supply during the energy transition; supporting the development of renewable gases, including biomethane; responding to changing patterns of gas demand and network utilisation; delivering efficient network investment while protecting consumers from unnecessary bill impacts and ensuring the gas network remains safe, resilient and fit for purpose.
CRU Chairperson, Fergal Mulligan, said: “The publication of this Strategy Paper marks an important first step in the PC6 process. Ireland’s energy system is undergoing significant change, and it is essential that the gas network continues to operate safely and reliably while adapting to a lower-carbon future.
“This paper sets out our initial views and priorities, and we are keen to hear from stakeholders to help inform the next stage of the review.”
The transition to a lower-carbon energy system is expected to significantly change how the gas network is used over time.
These developments raise important questions regarding future network investment requirements and how costs will be recovered.
The CRU is seeking stakeholder feedback on these issues as part of this consultation.
The publication of the Strategy Paper represents the first major milestone in the PC6 process.
Stakeholder feedback will be considered alongside GNI’s business plan submissions as the CRU develops its draft determination, which is expected to be published in summer 2027.
